Cause

Windows Server 2003 Service Pack 1 and Windows Server 2003 R2 restrict permissions on COM services.

Whether Conferencing Manager is installed before or after Windows Server 2003 Service Pack 1 or Windows Server 2003 R2, you must manually set the permissions for Conferencing Manager services. Conferencing Manager does not set permissions during installation on the two services that are created, Citrix Conference Room Organizer and Citrix Conference Room.
